Nice, France—Police inspect the scene where a truck mowed down a crowd during Bastille Day celebrations on July 14. At least 84 people died, and over 200 were injured. French police shot and killed the attacker, Mohamed Lahouaiej Bouhlel, 31, who was born in Tunisia and moved to France more than a decade ago. No group initially claimed responsibility, and Bouhlel was not on France’s list of suspected radicals. It was the third attack in that country in the past 19 months, and French Prime Minister Manuel Valls said, “The times have changed, and France is going to have to live with terrorism.”…

Portsmouth, New Hampshire—Hillary Clinton and Bernie Sanders appear at a July 12 rally where he endorsed her for president. After 14 grueling months battling her during the Democratic primaries, the Vermont senator asked his supporters to unite behind his former rival to defeat presidential candidate Donald Trump. Clinton told Sanders’s backers, “You will always have a seat at the table when I am in the White House,” but some of his supporters in the crowd jeered her. Polls indicate that most Democrats who supported Sanders in the primaries will support Clinton in the general election, but many seem to be doing so begrudgingly.…

Rio de Janeiro—A resident skates down a hallway of a building in the Mangueira favela on July 12. This deeply poor shantytown is half a mile from Maracanã Stadium, where the opening and closing ceremonies of the 2016 Olympics will take place. In the lead-up to the games, Brazil has spent hundreds of millions of dollars sprucing up the stadium. Brazilian lawmakers promised to do the same for the slums, but little has happened. More than 20 percent of Rio’s population lives in slums, where running water is scarce and gang violence is a daily threat.…

London—Queen Elizabeth II welcomes Theresa May, the U.K.’s new prime minister, to Buckingham Palace on July 13. May is only the second female prime minister in British history, after Margaret Thatcher, and she arrives at 10 Downing Street at a critical time. Her predecessor, David Cameron, resigned after Britain voted to leave the European Union, a move he opposed, and some are predicting a recession, as well as another Scottish referendum for independence.…

THE TEMPTATION for the European Union will be strong. Confronted with one of its members taking the unprecedented decision to leave the bloc, why shouldn’t the EU treat departing Britain like a pariah? The scorned EU could decide to impose trade tariffs and other punitive measures, making it clear to any other restive European electorate just how isolated any exiting nations will be. But while there is anger and a sense of betrayal in Brussels, the EU’s headquarters, some officials there and in other European capitals worry that a hard-line approach could alienate EU member states that have reservations about the European project.
