Juneau in July was our first Alaskan destination. We began our trip with a full day of halibut-salmon combo fishing with Moore Charters. The day started with non-stop bottom fishing action for halibut. Fred got lucky with his 43-lb halibut, the limit size per the regional regulations. You’re offshore on your boat, enjoying yourself, when you spot something floating. You pull up and see that it’s a SUP (or empty kayak, or dive buoy). You’re happy you found something. Then you think, “I wonder where the owner is. They may be floating and in trouble!” There are no visual markings or numbers. Your responsibility is to call the U.S. Coast Guard or other emergency response team and notify them of what you found, when and where. The U.S. Coast Guard will generally start an extensive and expensive search. Is a person in danger, floating in the water somewhere, or did their SUP (kayak, or dive buoy) just float or blow away from the beach or a boat and the person is safe and sound? Fisheries Managers And Representatives from Fishing Communities Participated Following six meetings earlier this year, the DLNR Division of Aquatic Resources (DAR) has received a report from a group of experts and organizations with interest in establishing non-commercial fishing licenses in Hawai‘i. The independent group studied the potential benefits and impacts of different forms of a non-commercial marine fishing registry, permit, or license system. Participants in the meetings, held between May and November, included the Western Pacific Fisheries Management Council, Conservation International, fisheries resources managers, experts, and representatives from different fishing organizations and interest groups. The study group interviewed fisheries managers from other coastal states, conducted a detailed economic feasibility analysis, and consulted with legal experts, including an expert in Native Hawaiian law. I’ve created a table of my “do’s” and “do not’s” for proper catch and release. Some of the things I mention in the table may be controversial because catch and release is very situational. I recommend that if you are going fishing just for fun and do not intend on bringing the fish home to eat, use barbless hooks. When you are fighting the fish, landing and releasing the fish quickly plays a big role in the fish’s survival. If you are tagging a fish, make sure to work as quickly as possible. I normally wet the fish a few times if I have it out of the water for more than one minute. Take the time to make sure the fish is strong before letting it go. Putting the…

Thirty-Six Hawaiian Petrels and Newell’s Shearwaters Take Flight from Kaua‘i After Relocation Effort “An enormous success” is how people and organizations involved in an effort to further protect endangered Hawaiian sea birds describe the first two seasons of translocating Hawaiian petrels and the first Newell’s shearwaters to a predator-proof enclosure at Kilauea Point National Wildlife Refuge on Kaua‘i’s North Shore. She's been coming along with us fishing from when she was 3 months old. We mostly fish on shore and every now and then we get lucky to go on the boat with family. When we went to Kaua‘i we both got lucky to have landed an ulua there. My dad fished Kaua‘i mostly his whole life and only landed one ulua. He was really happy for us. It was my boyfriend's second time fishing Kaua‘i and my first time fishing there. It was his dream to have caught a ulua on Kaua‘i (boyfriend is from Big Island). It was an awesome time.…

As I pulled up, I heard that familiar ringing of an ulua bell. I grabbed my phone and did my best 50-yard dash to the bent-over pole and screaming reel on the beach at “Horner’s.” I reached the pole at the same time as my buddy, Fish Rames. He picked up the pole, and I pulled out my phone camera. The fight lasted about 15 minutes. The fish was stuck on the reef for five minutes. Fish finally worked it free. I had the pleasure of beaching this 23-lb kahala. Fish said that this catch finally ended a seven-month dry spell during which he had caught some small papio and ‘o‘io. HONOLULU—The crew of the USCGC Galveston Island (WPB1349) terminated the voyages of the commercial fishing vessels Azure, Capt. Millions III and Capt. Danny for hazardous safety conditions during boardings off Honolulu Harbor in early November. Of the 10 total boardings, the crew terminated the voyages of three fishing vessels and issued 39 notices of violation, including two fisheries violations, two potential marine pollution violations and 35 safety violations. Partnering with the Galveston Island during the boardings were two U.S. Fish and Wildlife Service special agents bringing their expansive knowledge and fisheries expertise. Hilo Trollers Annual Meeting The Hilo Trollers will hold their Annual Meeting on Friday, January 13 at 6 p.m. at Wailoa Pavilion 1. This is a potluck and a chance for “some plenty fish talk.” 2017 tournament dates will be confirmed. They are very likely to follow the Trollers’ traditional practice of running the regular monthly tournaments on the first Sunday of every month from April until August, except for July when the Trollers accommodate the Suisan Ho‘olaulea Tournament by running their event on the second Sunday of July. The Labor Day Tournament is again expected to be a two-day tournament running on the Saturday and Sunday of Labor Day Weekend. Incoming president Les Inouye will introduce his proposed 2017 Trollers Board, and the new board will be voted upon.…
