The Lures of Fishing ■ I was shallow-water diving over a sandy bottom when I noticed an odd wooden "stick" being rolled back and forth by wave action in a trough. Weathered sticks are common in such conditions, so I was tempted to ignore it, but something special about it caught my attention. So I dropped down 10 feet and picked it up to examine it further. I was really glad I did. The weathered stick turned out to be the remnants of a very old whipping lure. The hooks had rusted off, the eyes had long since dropped out, and the surface had eroded away from grinding against sand and rocks. ■ Early indications from improved genetic analyses of 'opihi (Hawaiian limpet) from the Northwestern Hawaiian Islands (NWHI) suggest that hybridization is occurring between the yellowfoot and blackfoot 'opihi on Mokumanamana. This is significant because when a species pulls from two different gene pools, it may be more resilient against the effects of climate change and other disturbances. Members of Papahanaumokuakea Marine National Monument's intertidal monitoring expedition, led by NOAA Acting Deputy Superintendent for Papahanaumokuakea Hoku Johnson, returned recently, having completed the sixth consecutive year of conducting research and monitoring activities within the rocky shorelines of Nihoa, Mokumanamana and French Frigate Shoals in the NWHI. Dear Chuck, It was still dark when we left the Wai'anae boat harbor at 5 :45 a.m. on that Tuesday, October 7, 2014. I felt a slight Kona breeze blowing in my face as we slowly passed the green light on the breakwater on our starboard side just before making a wide turn toward the north. My son Kyle, his wife Kaila, and my two grandkids Kaio (5 years old) and Kaylene (2 years old), had flown in on Sunday from the Big Island and were staying with us on O'ahu for a week of R&R from their busy schedules back home. ■ Ballast is the weight in the keel of modern sailboats that keeps them from rolling over. Ballast should be an important ingredient in the manufacture of today's modern popping lures. Whenever I make a new lure, I dump it, without hooks, in a basin of clear water to see what happens. If it immediately rises to the surface and pops up with its dorsal area showing, I know I'm looking at a good lure. There are ways to enhance the self-righting capabilities of lures. For wooden lures, lead inserts can be strategically placed in the belly and tail of the lure. ■ The Western Pacific Regional Fishery Management Council's marine science summer course on fishery and resource management is a program where students get to learn more about the ocean and managing it. Throughout the course, we got to go out and experience what different people do to help sustain the ocean. Some of the activities that we had a chance to do were visiting anchialine ponds at Barber's Point, observing a sea turtle necropsy, surveying fishermen, visiting the fish auction and longline boats at Pier 38, visiting a Lawai'a camp at Kahana Bay, and visiting Na Aikane Cultural Center on Maui. This morning DLNR announced that there will be a new vehicle permitting system for Kaena Point on the Mokuleia side. A new gate is being installed just beyond the paved parking lot and will be locked. The combination will be available to anyone with a vehicle permit. The permit system is free of charge and last a year. It will be easy to see who has a permit and who doesn't because bumper decals are being distributed to permittees. One of the conditions of the permit also makes it now legal to have camping paraphernalia. Basically, if you get the permit, you get the combo (which changes weekly) and can use cots, sleeping bags, two sided tents, stoves ... all the stuff was that previously illegal. Matt Ramsey…

No Fishing With No Science ■ The Board of Land and Natural Resources, the committee that oversees the DLNR, passed controversial rules on October 24, 2014. One rule marked the start of communities setting fishing regulations, and another led to the resignation of the Division of Aquatics head Frazer McGivarly The board passed Chapter 13-60.8, Ha'ena Community-Based Subsistence Fishing Area, Kaua'i. According to the DLNR's Division of Aquatics, the Ha'ena CBSFA includes state waters within the Ha'ena ahupua'a from the shoreline out to 1 mile. The Ha' ena rules limit the type of fishing gear and methods that may be used, prohibit the harvest of marine life for commercial purposes and set new daily take and possession limits for certain species. Lake Oahe, South Dakota ■ Freshwater spearfishing is always fun. Another year, 2013, came and went, and a new Freshwater Spearfishing Championship was on its way. I checked my E-mail and learned that the 2014 event would be held at Lake Oahe, South Dakota. I thought, "Where the heck is Lake Oahe?" I checked the Internet and found that it was about an hour's drive from the nearest airport. The pictures were really nice. The lake water looked the same as always.
