■ The Department of Land and Natural Resources (DLNR) announced an open fishing season for rainbow trout in the Koke‘e Public Fishing Area (PFA) on Kaua‘i, beginning Saturday, June 15, 2013. Anglers may fish daily from Saturday, June 15, to Sunday, September 29, 2013. Fishing hours will be from 6 a.m. to 6 p.m. “Trout fishing at Pu‘u Lua Reservoir in Koke‘e has always been a popular family activity, and anglers will have a chance to catch trout from last year’s stocking,” said William J. Aila Jr., DLNR chairperson. Last year, 2,570 anglers caught 13,349 trout with the largest trout caught measuring 15 inches in length and weighing 2 lbs. ■ I’m a retired captain and have learned that there are some changes going on in our harbors that I don’t think the general public is aware of and for damn sure need to hear about. Right now the Hawaii Administrative Rules say that cruise ships entering and leaving the harbors need one to two assist tugs to safely navigate these monster ships through the narrow channels in and out of the harbors. I found out that this was recently changed for Hilo Harbor and can’t believe that anyone would allow this to happen. From what I was able to learn, the cruise ships say they haven’t had an accident in years so with new technology and propulsion systems they can navigate just fine without the tug. I understand…

■ When I first heard about the tug assist issue, I wrote HFN a letter signed with the pseudonym Capt. Jack. I thought I’d contribute my 2 cents worth and be done with it, because I thought it was pretty obvious that tug assist was the only rationale decision for an island state. I thought it was no big deal. But the more I looked into it and tried to get information, the more confused I became as to why this was even being discussed. It seemed everyone, even the Hawai‘i State Senate, thought tug assists were critical. Deepwater Maui FAD Deployed ■ Mama’s Fish House Executive Chef Perry Bateman and Chef de Poisson Mike Pascher are proud to announce that on or about May 15, Mama’s Fish House, in cooperation with Maui fishermen and the Western Pacific Regional Fishery Management Council, deployed a new fishing buoy in waters approximately 30 miles off the northeast shore of Maui. The buoy is technically called a Fish Aggregation Device (FAD) that is anchored to the sea floor at a depth of over 15,000 feet. It is located in deep, offshore waters that are habitat for pelagic species such as tuna, mahimahi, ono and billfish. ■ What began as a casual fishing trip among friends quickly turned into an epic weekend that none of us would forget. It was a few days before Good Friday and the Easter weekend when Jacob Baniaga phoned friends Glenn “Bong” Baptista and me, Joshua Pang-Ching, initiating a last-minute trip to our favorite spot along the Ka‘u Coast of the Big Island. I asked Bong to invite his brother Joel “JBoy” Baptista along on the trip. Water Temperature ■ Every species of fish has an “ideal” water temperature at which they are the most comfortable and most active. I remember my grandpa saying the catfish wouldn’t start biting until the spring thunderstorms produced lots of thunder to wake them up from their long winters’ nap. It was much later that I figured out that when the spring thunderstorms occur in East Texas, the water temperature has climbed up to 75 degrees–the “ideal” temperature for catfish to get active and start eating. Sure, fish have to eat year-’round, but a fish is cold-blooded. If the water is cold, fish become sluggish and don’t move around or feed actively. If the water is too hot, fish hide in the shade during the day and feed mostly at night…

Great Whites Year-Round Hawai‘i Tourists ■ Kevin Weng, manager of the Pelagic Fisheries Program, said that new analysis shows that great white sharks are year-’round visitors to Hawai‘i. Kevin worked with NOAA’s Pacific Islands Fisheries Science Center, UH Manoa, and the Division of Aquatic Resources, and published the findings in the Journal of Marine Biology. Why great whites come to Hawai‘i is not clear. The great whites are both male and female. Some are sexually mature; others aren’t. The sharks are not pups, so it seems that they do not come to give birth. Kevin hasn’t found evidence that individual white sharks stay all year in Hawai‘i. Aloha, I just wanted to share a little story with you guys. A young client of ours named Max Dennis comes fishing with us every year over on Maui all the way from New York. This year when he showed up at Ma‘alaea Harbor, we were excited because there were little to no trade winds. This gave us the opportunity to fish a little deeper than normal. On the MARJORIE ANN, we use Avet reels on 5ocean7seas rods stacked with 20-lb test and 15-lb fluorocarbon leaders for bottom fishing. ■ What started off as an epic weekend spearfishing trip off the west end of Kaua‘i turned into a tug-of-war with a resident monk seal and an interesting lesson in marine mammal interaction laws. Taking advantage of the light Kona winds, five of us (Kainoa, Kylan, Josh, Josh, and I) were invited on Nathaniel’s boat to explore the west end of Kaua‘i. After launching the 22-foot catamaran at 5:30 a.m., it took us only an hour and a half running at full throttle to reach our first dive spot of the day. ■ Just to demonstrate how fast bad things can happen, here’s a incident that happened at Barber’s Point on O‘ahu. Leaving it up to pilots and captains to decide on a “baseline” is problematic, because it’s subject to being widely interpretive. I have no problem leaving it up to captains to decide if they need one, two or three assist tugs, but zero gives too much arbitrary discretion to people who have all sorts of outside influences affecting their decision. Hilo Trollers Tournament ■ The Hilo Trollers held their second tournament of the season on Sunday, May 5. The participants enjoyed good weather, and everybody stayed safe. Seven boats were entered. A couple of regular boaters decided not to run in this tournament because the fishing had been very slow the week before. A couple of boats had engine problems and did not run. Fewer boats meant fewer fish. This was the slowest tournament I could remember. Only two teams landed qualifying fish. First place for the largest ono and largest fish overall was won by Capt. Eric Baptiste and angler Nathan Judalera on the EASY MONEY. The EASY MONEY also landed another qualifying ono and two ‘ahi that did not quite meet the minimum qualifying weight of 25 lbs.…

■ For several years, the Hawai‘i State Department of Land and Natural Resources (DLNR) has been challenged by court order to eradicate the mouflon sheep on the island of Hawai‘i. The presence of the sheep on the island of Hawai‘i originated in the days when wildlife and natural resources management were just starting to be recognized as strange bedfellows. On one hand, the DLNR is an agency tasked with enhancing game animals for hunters. On the other hand, they also have the responsibility of protecting native flora and fauna. To make matters more challenging, much of our native flora and fauna is rare, unique, fragile and threatened with extinction.
