On Wednesday, July 15, 2009, my fishing partners Pedro and Aaron and I had our fishing spot reserved. For fishermen on Guam who have traditionally fished inshore, a major concern is the loss of accessible fishing grounds caused in part by the establishment of five marine preserve areas (MP As) in 1997. Coral Graffiti I got my first impression of Kona years ago after my first flight to the Big Island. We flew along the Kona Coast as the plane approached Keahole Airport. The tourists (myself included) “ooohed” and “aahhed” as the waves exploded into beautiful white sprays upon impact with the jagged lava landscape. Many offshore fishermen consider winter to be the “off-season” compared to the summer months when ’ahi, ono and blue marlin are more abundant. But Capt. Dale Leverone disagrees. Dale takes charters out on the SEA STRIKE and says he has always liked winter fishing in Kona. When charter fishing is slow, as often happens in the winter, he uses his Bertram 31 to bottom fish for snapper, grouper and monchong, which adds to the diversity of fish in his fish box this time of year. When you troll in the winter, you never know whether your next bite will be a striped marlin, spearfish, mahimahi, ’ahi, or even a huge blue marlin, Dale said. Here in North Central Florida, our airboat season lasts from November to December and allows us to traverse the mud flats, lakes and streams. Airboats are used for hunting, fishing and the occasional speed trial. After all, this is the land where NASCAR was born! It was Saturday, September 11, 2010, and a long-awaited Kekaha camping trip with friends and family was underway. Everyone chose their fishing spots, set up and cast out their poles. I “threw out” a Nitro and a Fenwick custom Zlures pole. There wasn’t much action throughout the day, but the good company made up for the lack of action. The Department of Land and Natural Resources (DLNR) has closed the Waikiki-Diamond Head Shoreline Fisheries Management Area (FMA), O‘ahu, to fishing for one year beginning January 1, 2011, through December 31, 2011. “Closing this near-shore area to all fishing in odd-numbered years has been the historical means of replenishing fish populations. Opening them in even-numbered years then offers a good fishing experience,” said William J. Aila Jr., the new DLNR chairperson. The fisheries management area encompasses the near-shore waters between the ‘Ewa wall of the Waikiki War Memorial Natatorium and the Diamond Head Lighthouse, and from the high-water mark on shore to a minimum seaward distance of 500 yards, or to the edge of the fringing reef if one occurs beyond 500 yards. You Never Know What You’re Going To Catch Well, the kayak experience got exciting again. First, I finally caught another respectable fish, then a little bigger one caught me! This girl had been hanging around for a while, but it wasn’t ‘ti! today that she actually took a bait from me. Turns out a shark can move a kayak way faster than a paddle can-even sideways. This one seemed to know the deal. It immediately started circling back and ended up nearly bumping me before I shooed it away with my paddle. The most extraordinary things occur on ordinary days. Capt. John Llanes and Baba (Varun Narayan) were on a typical charter when they spotted a lone seabird bobbing between nowhere and the deep blue sea. When they passed by, they noticed that it tried to take flight in fright, but its wing was damaged with a puncture wound at the base of the joint. The charter sadly remarked, “What a pity, but that is nature.” Capt. John and Baba contemplated that sentiment for a few seconds before realizing they also are forces of nature. Mauritius MPA World Protest At a press conference in Mauritius, Prime Minister Navin Ramgoolam told the United Kingdom Foreign Secretary William Hague that Mauritius has begun proceedings before the International Tribunal for the Law of the Sea. Mauritius wants the right to fish its own waters. Mauritius wants a ruling on the UK’s newly created Chagos Marine Protected Area. Mauritius believes the MPA is in violation of the UN Convention on the Law of the Sea (UNCLOS). Last month, “Splash!” reported on a U.S. diplomatic cable dated May 2009 and disclosed by Wikileaks. The cable outlined strategic military use of the Chagos Islands, which the British annexed in 1965. The Chagos archipelago has an Iraq, Iran, Afghanistan, Pakistan, U.S. mission-critical atoll base, Diego Garcia, which is leased from the Brits.…

Jurisdictional uncertainty and recent governmental budget constraints have left the public confused and frustrated when trying to report dangerous and even life-threatening incidents. “State Waters,” as defined by the Hawaii Administrative Rules Title 13 are as follow: “Ocean Waters” mean the waters seaward of the shoreline within the jurisdiction of the state; and “Shore Waters and Shores” mean any shores or waters between the 3-nautical-mile limit and the mean high tide mark on the shores of the islands of the state of Hawai‘i. Ona sunny, windless and chilly Alaskan morning in October, we launched a flat-bottomed motorboat into the middle section of the Kenai River to drift fish for big rainbow trout. The river allows only catch-and-release fishing for rainbow trout, and we had the good fortune of watching several 4- to 8-plus-lb feisty rainbow trout swim back into the current to fight again after being released from the jaws of our Boga Grips. The temperature was in the mid 20s, and we could see our breath as we motored down the river from the deserted Moose River boat ramp in Sterling, Alaska.
