On Saturday, July 25, 2009, Lanakila Pacific Inc. d.b.a. Xpress Chefs, held its first annual papio tournament at He'eia Kea Pier in Kane' ohe Bay to raise funds for the Lanakila Meals on Wheels and More! Program, which provides meals for seniors in need. Eleven boats entered this papio tournament. Participants included keiki and adults, and everyone had lots of fun. The sun was shining, the trades were "just right," and, best of all, the fish were biting! Future Status of Nu'uanu The Board of Water Supply (BWS) notified the Department of Land and Natural Resources (DLNR) in August that it plans to initiate the first steps to decommission Nu'uanu Reservoir #4. The entire process will take quite some time because there are a lot of external considerations to cover. The BWS will also conduct a biological survey to inspect for endangered, threatened and native species in addition to an assessment of the area for historic and archaeological resources, as recommended by the DLNR. Actual implementation of the plans is couched within the current fiscal crunch but will still commence within the current fiscal year. The actual date for decommissioning has not yet been set. On January 1, 2010, the Federal Angler Registry Rule (Part 600, Subpart P, Marine Recreational Fisheries of the United States) will become effective. It requires any person who fishes in the Hawai'i EEZ (Exclusive Economic Zone, 3 to 200 miles offshore) to register annually in the National Angler Registry and to start paying an annual fee in 2011. It is not widely known that the rule establishes a special and separate class of EEZ anglers who fish from for-hire (i.e., charter) vessels instead of private vessels. These for-hire EEZ anglers are exempted from the registration and fee rules that apply to the other EEZ anglers who fish aboard private vessels. In addition, their names and contact information would not be included in the National Angler Registry "universe" from which the…

Ona day when Capt. Alan Borowski, skipper of the Kona charterboat HAPALAKA, boated a 65-lb mahimahi, he told me that he thinks big mahimahi are leader-shy. His 65-lb bull took over the lead as Kona's largest mahimahi of the year up to that date, so I wanted to hear a lot more about Alan's leader preferences. Alan hooked the big mahimahi while towing a dead 'opelu rigged with one of the new types of wire that are getting special attention. These premiere (meaning very expensive) products are supple enough to tie in knots. In other words, you don't have to use crimps as you do with cable or master the haywire-twist/barrel-knot finish needed for single-strand wire. Rising Fees Pull Moorings Have a state mooring in Hawai'i? If so, you have received a six-page "Recreational Renaissance" letter sent by the Division of Boating and Ocean Recreation (DBOR) that likely pulled your chain. Fees are going up to a proposed $3.47 a foot, a price increase that will be phased-in over five years. The reason for the increase? The ever-present gale force wind: budget shortfalls. The DBOR said the budget for '09 is $11,050,077 while revenues are only $11,787,086. As a cost savings, the department will no longer send out renewal notices. Savings are estimated at $10,000. Under the Renaissance, temporary mooring fees will skyrocket to $2 per foot per day in harbors and $1 in the open ocean. The deal breaker for many boaters will be the…

Dustin Thurman and his wife, Kelly, were here on vacation from Coeur d'Alene, Idaho. They were visiting their friend Sean Crotty. Sean is in the military and works at Wheeler Air Force Base. He lives on the North Shore near the Sunset Beach Fire Station and Foodland market, really close to Pupukea Road and Kamehameha Highway. The second pass was good. We could see a large school with two large bulls approaching. Conar took a shot, and one of them ripped off. I looked at the mahimahi and saw some had been hooked in their mouths and they had ripped off (you could see some broken lips). That's why they were scared to come closer. On the next pass, I told my cousin and Uncle Carlos to jump in. Cousin Braxton shot and lost another mahimahi, and there went the school. Now they were even harder to shoot. The fish have been biting recently as the drop in the water level coincided with the spawning season of the tucunare (or "tucs," as we call them). Bruddah Scott and I hit the lake a few times a month to get some tucunare action. Usually, we go on the weekends, but one day we decided to fish after work to check out the evening bite. There were strong winds on the west side of the island, and many anglers struggled to catch any fish to weigh in. There were six different divisions: Men; Women; Teens; Kupuna; Children; and 'Ohana. there were many different species of fish weighed in at the Thelma Parker Gym in Waimea. It is not easy offering up $1,800 in cash for a kayak fishing tournament-especially in these tough economic times-but that's exactly what Coastal Kayak Tours did for the inaugural 2009 Paddlers Papio Open. The PPO, held on August 15, was not just for kayak anglers but anyone who fishes from a human-powered vessel. Allowable vessels included kayaks, surfboards, SUP, OCl-4 and dories. A mix of 50 anglers converged at Hale'iwa Harbor for an epic day of North Shore papio fishing. The tournament format was easy. Aloha Chuck, This is my 100 Plus holoholo story. Friday, September 18 was a long, hot day at work. I couldn't wait for the day to end so we could get some prime baits into the south side water. Joining me on this trip were my good friends and fishing partners Eric Perez, Steve Spinola and last, but not least, my good luck charm and girlfriend, Rene Penrose. We arrived at our spot at around 7:30 p.m. We hurried and got our shelter up even though it was a clear and beautiful night. I was astonished by what we had just found: a 58-year-old kala (blue-spine unicorn fish)! For the past several months, we'd been working with the Division of Aquatic Resources to learn more about Hawaiian kala including how fast they grow, when they become sexually mature, and how long they live. We knew some fish, like California's orange roughy, can live to be over 100 years old, but we didn't know what to expect for kala because so few tropical species have been studied. Come to find out, our 58-year-old kala wasn't alone. Out of the nearly 200 fish that we looked at, we found another that was 51 years old and a dozen that were in their 30s, all of them collected commercially off windward O'ahu. In a way, fish…

Dear Chuck, We attended the "Hawaii Fishing and Seafood Festival" at Pier 38. This was our second year attending and had a wonderful time! One of the highlights of our day was having Allen Tsukamoto and my son create a "fishing drawing" together. After attending the event last year I wrote a thank you note because my son enjoyed his picture and Allen was so nice. Fishing has been a little slow since the fish gods have chosen to be less generous in granting the gifts of the sea to us mortal fishermen. Not to worry. I heard there are still large aku around on the west side of the island. Here off Kane'ohe, the mahimahi are around, but they have been finicky. Maybe after the full harvest moon as the water cools down, the fish will bite better. It's always a question of what the next season will bring. Perhaps the 40-lb shibi or bigeye will show up around the FADs, or maybe we'll see some tombo. It's been a long time since they came close to O'ahu. Hajime "Haji" Hamashige, age 83, passed away on Saturday, September 12, 2009, in Wailuku. He was born in Kihei on February 13, 1926. He is survived by his wife, Sadako "Betty" of Kihei; two sisters, Grace Saito and Doris (Mac) Anzai; brother Susumu Hamashige of Kihei; daughter ~ Janette Kinores; three sons, Herbert (Tazuko) Murata, Richard Yamamoto and Victor Yamamoto; 11 grandchildren, 15 great grandchildren and three great-great grandchildren. Aside from a stint in the military, Hajime was a life long aku fisherman. His career spanned some 45 years, 43 of them as captain. He captained various aku boats including the DOLPHIN, the AMBERJACK, the OLYMPIC and the one most people associate him with, the ORION.
