Dear Chuck, During July 29 through 31, 1994, my son Kyle, Evelyn Tanaka, Lorna Fujihara and I spent the weekend on the Big Island. We participated in the 12th Annual Kilauea Volcano Runs on July 30 and then drove to Kailua-Kona for a day of big-game fishing on July 31. The excellent reputation of the Kona charter fleet is well-known around the world. It’s almost legendary, as most knowledgeable fishermen will undoubtedly attest. Our experience with one charterboat on Sunday, July 31, erased any doubt in my mind that these guys are the best anywhere. The captain even called the shot. Here’s our story. ■ In an effort to boost populations of endangered Hawaiian monk seals by protecting breeding females of the species, 21 adult male seals have recently been relocated around the main Hawaiian islands from their normal habitat at Laysan Island, about 700 miles northwest of Honolulu. According to Laboratory Director R. Michael Laurs, of the National Marine Fisheries Service’s (NMFS) Southwest Fisheries Science Center in Honolulu, Hawai‘i, a surplus of male seals on Laysan Island has resulted in group attacks on females during the breeding season. The relocation project should aid the recovery of the species by protecting breeding females, which should increase the number of births at Laysan. “The relocation project is the culmination of many years of research on the declining monk seal population at Laysan Island,” Michael said.…

■ Disappointment was the predominant reaction of many in attendance at the Hawai‘i gubernatorial candidates ocean issues forum, which was held at the Hawaii Maritime Museum on the Honolulu Harbor waterfront on October 7. The first disappointment of the day came with the announcement that candidate Frank Fasi, who had earlier confirmed his intention to participate, had reneged on his commitment and backed out. That meant that former Mayor Fasi’s thoughts on, and commitment to Hawai‘i’s ocean environment and industries would remain open to conjecture. Leading gubernatorial candidates Pat Saiki and Lt. Governor Ben Cayetano did show up, but by the time the forum had run its course, it was apparent to many in attendance that both of the candidates had only passing knowledge or understanding of many of Hawai‘i’s…

■ Free-diving has become a very important part of my life during the last four years. I enjoy it tremendously, and I use diving as a tool to cross-train for my fights because it builds lung capacity and cardiovascular strength. I’ve been fortunate to have three of Hawai‘i’s most elite divers, Henry “Henele” Keawe Ayau Jr., Danny “Kaneala” Robertson and Bruce Ayau, as my diving buddies. On July 2, 1994, Henele, Kaneala and I went for an early morning dive at Ka’u on the Big Island of Hawai‘i. ■ The Draft Administrative Rule (DAR) proposed by the Department of Land and Natural Resources (DLNR) to implement Act 271 exceeds the scope and fails to serve the purpose of the act as stated therein by attempting to limit public access, initiating an exclusive permit system, emphasizing ethnicity as a qualifying factor to fish in the area, and making the area described for the so-called subsistence project appear to be intended as an exclusive fishing area for native Hawaiians. Hi Chuck, On Friday, July 26, 1994, my son, Al Jr., fishing buddies, Mitchell Oshimo, Glen Sakai and Lance Yamashina, and my partners in slime, Keoni and Donald, came from O’ahu to Lana’i City, Lana’i, to try their luck with ulua pounding at Awalua Shipwreck. On Saturday from approximately 4 a.m. to 8:30 a.m., they got five awesome, line-ripping ulua strikes while utilizing their Penn 3/0 reels with 50-lb test Stren line, two-piece Daiwa poles, #30 through #44 circle hooks and tako leg baits. Awesome strikes! They were stoked by the strength of these ulua as they tore out lines and swam straight toward the left horizon to a point outside the breakers. ■ In the last several issues of HFN, I have discussed fishing in the leeward islands. There are several other banks and islands that are within the financial range of the local fishermen. Bottom Fishing Johnston Island Johnston Island is 715 miles from Oceantronics. My first trip to Johnston was a bottomfishing trip. I thought that the bank was large enough to provide adequate income for at least one trip by a commercial fishing vessel. Prior to going down to Johnston, I talked to National Marine Fisheries Service Scientist Steve Ralston about what I could expect. ■ The up-and-down saga of the Hawaiian Islands Humpback Whale National Marine Sanctuary is enough to make many local ocean recreationalists seasick. Some recent turns in the process have people retching uncontrollably. This congressionally designated protective area for humpback whales was not requested by the people of Hawai‘i; in fact, it was opposed by the majority of Hawai‘i’s fishermen, and had been for nearly 20 years. After its enactment by Congress and authorization by President Bush, a cadre of well-meaning individuals from the National Marine Sanctuary Program office in Washington began to try to make some sense of an ill-defined and ill-conceived sanctuary for Hawai‘i’s visiting marine mammals. ■ On May 7, 1994, the U.S. Navy transferred ownership of the island of Kaho’olawe to the state of Hawai‘i. The island and the surrounding waters seaward for a distance of 2 miles are under the jurisdiction of the Kaho’olawe Island Reserve Commission (KIRC). The reserve is to be used exclusively for the preservation and practice of all rights customarily and traditionally exercised by native Hawaiians for cultural, spiritual and subsistence purposes. Commercial uses are strictly prohibited. The Board of Land and Natural Resources and the KIRC adopted rules governing Kaho’olawe effective August 29, 1994.
