■ What do you get when you mix two outstanding shorecasting clubs and a fishing store? One big, fun outing! That’s what happened during the last weekend of August as members of Hui ‘O Ulua Shorecasters and Kolohe Kasting Klub, hosted by Hana Pa’a Fishing Supply, headed for their “secret spots” during a joint club open outing on the island of O‘ahu. The purpose of the joint outing was to promote friendship between the two clubs. ■ The huge eel on the cover of the last issue of HAWAII FISHING NEWS created quite a stir in the local scientific community. The monster puhi is not only the largest ever reported in the islands, it is also very uncommon in Hawai‘i. “That looks like javanicus,” said John Naughton of the National Marine Fisheries Service, using the eel’s Latin species name. “They are rarely reported in Hawai‘i, but they get huge at Johnston Island.” John was just the first of many to call. He said Dick Brock really knew the eel well, and that I would undoubtedly hear from him. Dear Chuck, A friend and I left for the North Shore to do some diving. When we got there, the water was a little dirty from the tides. We decided to go in anyway. I started for the deep at 70 to 80 feet. I saw a few uhu on the bottom, so I dropped down and waited 20 seconds. They still weren’t in range. Just then, the uhu spooked. I was running out of air, but I pushed it for a few more seconds, hoping they’d come in again. Just when I was ready to go up, an ulua came out of nowhere and passed right in front of me. ■ The Hilo Casting Club held its 19th Annual Fishing Tournament from Tuesday, July 19 to Saturday, July 23, 1994. A total of 145 anglers from O‘ahu, Kaua‘i, Maui and Hawai‘i participated in the state’s most prestigious shorefishing tournament. Although Hurricane Emilia caused many anglers to adjust their fishing plans, a total of 38 anglers managed to catch 123 fish totaling 3,236.5 lbs. Impressive catches were exhibited by veteran anglers Todd Hayashi, Mel Hirayama and James Hirayama. This trio caught 17, 16 and 13 ulua, respectively. The weigh-in was held on Saturday on the beautiful grounds of the Hilo Hawaiian Hotel. ■ The graphite tip on Jay Tabata’s ultralight rod twitched ever so slightly. “Darryl, you see ‘im?” Jay asked as he grinned from ear to ear. Jay slowly cranked in the extra slack in his line and waited for another nibble from the unseen creature underwater. Jay’s rod tip suddenly twitched, and Jay hauled back hard. The 5½-foot rod curved from end to end as Jay let out a loud yell, “Whooo-taa!” The small Penn Z-Series spinning reel screamed loudly as Jay hung on for dear life. ■ Why do people fish? How important are troll and handline fishing to fishermen and society? What is a “recreational” fishing experience? These questions are of great interest to the Western Pacific Regional Fishery Management Council (WESPAC)-a quasi-federal entity responsible for fishery policies in the 3- to 200-nautical mile exclusive economic zone (EEZ) created by the Magnuson Fishery Conservation and Management Act (MFCMA) of 1976. Lady’s Touch Takes Light Tackle Tourney ■ Light tackle lessens an angler’s chances of winning a fish fight. Light lines open the door for errors-and most mistakes are final. But the odds didn’t daunt novice angler Pam McLaughlin. She was named top individual angler in the Record Setters Light Tackle Tournament held off Kona in mid-August, and her exploits boosted her team to the tourney title. Using 30-lb class line, Pam tagged and released the first marlin of the three-day tourney. Later that same day, she boated a 117-lb ‘ahi on 30-lb test line. On the final day, she ensured her top place by tagging and releasing another blue marlin on 30-lb test. Pam’s 517 points pushed her way ahead of her second-place competition, her father, Jeff Meyer. Thus began the 1994 U.S. National Free-Diving Spearfishing Championship Meet at Leo Carillo Beach, Malibu, California. For some teams, 25 years of diving this same reef had passed. For others, months of scouting had made this familiar territory. Yet it was different for us. We had never before experienced 65-degree water and mile-long stretches of tanglesome kelp. Bugs, Bugs, Bugs ■ It’s that time of year again! Late summer is a tough time for me, in a good way! The weather is still good, with an occasional hurricane to keep us on our toes. Fishing is still really good, too, with decent opportunities for ‘ahi, shibi, aku, kawakawa, uku and ulua. Papio are chasing ‘oama around on the flats, and there’s always the possibility of a couple of nice moi, now that the season is open again. Dear Chuck, Here’s an idea that you should seriously consider for HAWAII FISHING NEWS. We all pretty much know that the health and survival of our fisheries, both recreational and commercial, are directly related to sound management strategies translated into meaningful rules and regulations. And the effectiveness of rules and regulations to conserve our fisheries is directly dependent upon adequate enforcement. All the rules in the world mean nothing if enforcement is nonexistent, weak, or unevenly applied. Does anyone have any idea how well our tax-supported state and federal fisheries enforcement agencies are doing their job in Hawai‘i’s How many citations for fishery violations are issued each month on each of our islands? ■ In my last article, I discussed fishing in the leeward Hawaiian islands. The discussion covered the area from Kaua’i to Necker. This article will discuss the banks to the west starting at French Frigate and ending at a bank northwest of Kure Atoll. French Frigate is about 475 miles from Honolulu. The Northwest Kure Bank is about 1,225 miles from Oceantronics in Honolulu. To give you an idea of the distances, the average boat fishing in this area does 7 to 7½ knots and travel time to the farthest bank is about one week. The average vessel fishing this area spends four to five days traveling in each direction; a bottomfishing trip in this area is usually 15 to 18 days long. When I was bottom fishing this area,…

■ The Department of Land and Natural Resources, Division of Aquatic Resources, held a public meeting on September 22, 1994, to discuss a Draft Administrative Rule to establish a subsistence fishing pilot demonstration project at Kawa‘aloa and Mo‘omomi bays, Moloka‘i. The Administrative Rule is to implement Act 271 of the 1994 State Legislature that requires that the department adopt rules by June 30, 1995. The “designation of community-based subsistence fishing area” is to reaffirm and protect fishing practices customarily and traditionally exercised for native Hawaiian subsistence, culture and religion. The proposal is to establish a demonstration project area at Kawa‘aloa and Mo‘omomi bays on the northwestern coastline of Moloka‘i with the following regulatory measures: 1. All existing aquatic resources statutes and rules to apply in the project area; 2. No…

We could probably fill a whole issue of HAWAII FISHING NEWS with conversations and correspondence from people who want to know more about the new, superstrong, superthin fishing lines and how to accommodate their special qualities within the limits of the tackle now on the market. Much of the correspondence is from folks who question the value of the lines for their type of fishing, but, overall, fishermen are enthusiastic about seeing now to take advantage of the strength, low stretch and small diameter these lines promise. ■ HAWAII FISHING NEWS was represented for the first time at the Outdoor Writers of America Association (OWAA) annual convention held this year at the University of Maine at Orono, Maine. I had been newly sponsored into the OWAA by Jim Rizzuto, and attending the OWAA convention in Maine was both a homecoming and a boot camp into the outdoor sportsman issues, news and products that will affect fishermen and hunters in the upcoming year. The OWAA convention was a homecoming because Maine was the state where my family and I moved to Hawai‘i from in 1985. The purple lilac flowers and smallmouth bass were out during the convention to greet the 800-plus attendees. ■ The tournament originally known as the Kona Invitational (1987 to 1990) came to an end due to concerns of liability. Four years later, this contest has been revived. According to Head Coordinator Sonny Tanabe, “The credit really goes to Robert Masuda, president and CEO of the YMCA here on the island of Hawai‘i. He wanted to promote the aquatics program here.” Twenty-two divers hit the waters off Kona to vie for trophies and prizes. Eligible fish were ulua, papio, kaku, uku, kamanu, awa and hapu’upu’u. Closed Fishing Area ■ It was a typical patrol for the C-130 crew out of Barber’s Point, Hawai‘i, on August 4-blue water, whitecaps, sky and more blue water. The navigator regularly checked the aircraft’s position on its highly accurate Global Positioning Satellite system, commonly referred to as GPS. The C-130 was only two hours into its surveillance patrol, 140 miles southwest of the island of O‘ahu, when a blip was spotted on radar. It was the fishing vessel CAPT. T&T, operating near an area closed to longline fishing. Futher investigation revealed that it was inside the line and “had lines in the water,” said Lt. Edward Grzesik, the C-130 pilot. In fishing, when an angler submits entries in four out of five possible categories, it’s usually good enough to earn an award. Phillip Kamakea did just that at the Sixth Annual County of Kaua’i Shoreline Fishing Tournament that was held on August 19, 20 and 21. The weigh-in on the grounds of the County Parks and Recreation Department Office capped off the three-day event.
