■ When we wanted to learn how to catch mutiet, we talked with Hilo’s Mike Tokunaga Tokunaga’s Fishing Store. Mike recommended that you use an 8-lb test mainline: and a 6-lb test leader The leader: should be short (3 feet long). Attach the leader to the. mainline with a #10 barrel swivel. Attach a floater to the mainline above the swivel. Tie the floater to the line with string. The string allows you to adjust the depth of the leader by sliding it higher on the mainline without having to fool with retying the leader. Hawai‘i Longliners Tag-and-Release Billfish ■ Since the start of 1991, Hawai‘i’s commercial longline fishermen have tagged and released 119 swordfish, seven other billfish and 13 bigeye tuna. Longline vessels-most active in tagging fish include the SEEKER II operated by David Ghigliotty, EDWARD G operated by Tony Geisman, and GAIL ANNE operated by Bobby LaRue. Each of these vessels have tagged and released more than 30 fish. The Hawai‘i longline vessels involved in tagging generally target swordfish and tag small (10- to 401b) fish with little market value. They may also tag a few tuna near the beginning of long trips, since tuna do not keep as well as swordfish The GAIL ANNE recently tagged a 10-lb bluefin tuna. ■ The Department of Land and Natural Resources (DLNR) announces that the 1993; axis deer public hunting season on the island of Mofoka‘i has been postponed one month. The season was scheduled to extend for four week-ends from March 6 to 28,1993. A public lottery was held on January 27, 1993 to select hunters; and assign them to one of the four weekends. There were. 355 applicants and 289 hunters were selected. Of these, 149 were residents of Moloka‘i, The season is being postponed based on complaints from a group of Mofoka’1 citizens known as “PONO” who believe that they should have’ preference to hunting axis deer as a subsistence’ activity, The delay in the season will give this; group, DLNR, the Department of Hawaiian Home I Lands (DHHL) and…

■ The Coast Guard’s fishing vessel safety examination program is into its second year and is achieving good results. The job of inspecting every commercial fishing boat within the 14th Coast Guard District is a long, drawn-out process. Many of the vessels are either out at sea or otherwise unavailable. We are committed to bringing every fishing vessel into compliance with 46 CFR 28. The Commercial Fishing Vessel Safety Program is defined in Part 28, Title 46 of the Code of Federal Regulations, and addresses all U.S.-documented and state-registered commercial fishing vessels. It sets the minimum safety standards for the fishing industry and will vary as to the specific equipment required depending on vessel length, routes and the number of persons on board. Dear HAWAII FISHING NEWS, 3/7/93 I come from a large family that includes several generations of fishermen. We read HAWAII FISHING NEWS regularly and eagerly await each issue. I feel that it is a terrific publication, however I am quite upset by an article published in your March 1993 issue entitled Papio Madness III. In this article., Roy Yamashiroya and. friends boast of catching 50 or so papio most of which weigh between ¼ to ⅛ lbs. I am not only disturbed at the fact these people choose to catch so many small papio in the so-called spirit of competition, but that your publication chose to glorify the event. ■ in August 1992, scientists of the National Marine Fisheries Service, Honolulu Laboratory, attached small, satellite-linked transmitters to the shells of three adult green turtles nesting at French Frigate Shoals in the Northwest Hawaiian Islands. The research was directed by George Balazs of the Honolulu Laboratory; personnel of the U.S. Fish and Wildlife Service, the agency responsible for the French Frigate Shoals National Wildlife Refuge, also assisted with the research project. The Argos satellite system to which these transmitters are linked is jointly sponsored by the United States and France. Currently, two satellites in polar orbits circle the earth about every 100 minutes and receive signals from Argos-approved transmitters. The transmissions are initially relayed to France where the exact location of each signal is computed and forwarded with other data…

■ On March, 15, 1993. we attended the first or a statewide series of public hearings on the Hawaiian Islands Humpback Whale National Marine Sanctuary. One of the major differences between these public meetings and others is that these public hearings were held after the federal government had enacted a law. When the National Oceanic and Atmospheric Administration (NOAA) advertised these meetings, there was some very important information that was not released which would have probably generated a great deal more interest by many of you who assumed that this sanctuary would have little or no effect on your ocean activities. Dear Sir, 3/2/93 I read with interest Mr. Endreson’s review and evaluation of the projects proposed to be funded by the Pelagic Fisheries Research Fund. The article appeared in your March issue of HAWAII FISHING NEWS. While I cannot speak for the authors of the several projects that Mr. Endreson brought to task with his “Pork Award”and “Double Pork Award,” I would like to correct his comments made with reference to a project I am associated with. I am not ashamed to admit that I am the individual Mr. Endreson refers to as the former NMFS employee who submitted a proposal to study the reproductive biology of yellowfin tuna. ■ Midway through the 1993 legislative session, about two dozen marine- and fish-related bills crossed over from the Senate to the House or vice-versa. Meanwhile, approximately 150 other ocean related bills have died, or, as it is euphemistically put, “were held in committee.” Among those that have cleared the first hurdle toward becoming law are three pairs of bills which have received initial approval from both legislative chambers. SB 1434 and HB 1671 address the releasing of non-native fish and non-native aquatic life into the state’s waters; SB 226 and HB 247 would prohibit the selling of hihiwai, hapawai and opae kala’ole (two species of endemic freshwater snails and one species of endemic freshwater shrimp, also known as “mountain ‘opae”) from the waters within the jurisdiction of the state; and…

Moloka‘i Snaring ■ A Molokai pig eradication program has been started in the Pelekunu Valley on land controlled by the conservation group The Nature Conservancy. Citing increases in the pig population and its damage to trees in the valley, The Nature Conservancy has begun a pig eradication program using aerial and snare killing. Moloka‘i pig hunters have strongly protested this eradication program. At the heart of the controversy is the claim by The Nature Conservancy that wild pigs and feral goats are destroying rare native Hawaii plant species in the Kamakou Preserve section of Pelekunu Valley. The Kamakou Preserve is located on the upper rim of the valley. Also complicating the issue is The Nature Conservancy’s claim that pig dogs are getting caught in the snares. It is the use…

■ Hurricane ‘Iniki was the worst hurricane to strike the state, and Kaua‘i is still suffering from the damaging effects of the September 11, 1992, hurricane. We all know of the great damages that Hurricane ‘Iniki inflicted upon the entire island of Kaua‘i, but not much has been written about the oceanic effects of ‘Iniki as it churned its way northward toward Kaua‘i at full strength. It would have been best if the hurricane had not come into Hawai‘i’s waters and damaged Kaua‘i; however, for the first time there is detailed hurricane-weather data, and we may learn much from this disaster. This is a once-in-a-lifetime opportunity to study a Hawai‘i hurricane, because never before have we had a wealth of data on the winds and waves from the worst hurricane…

■ When Bill Miller’s crewman called to say he was not able to go fishing with Bill one Sunday, it disappointed him but didn’t stop him. His boat, the 2ND CHANCE, was all loaded, ready to go, and the weather was pretty nice. Besides, Bill wanted to eat aku so he went alone. After leaving He‘eia Kea Boat Harbor, Bill began to look for aku while heading toward the MM-buoy. He was not going to reach the buoy that day. A marlin took a lure trolled by the 2ND CHANCE, and Bill just let the fish go until it got tired. Then he slowly worked it up to the boat. ■ Step aside, George Bush. Virginia Clinton Kelly, mother of President Bill Clinton, is about to show the world her angling prowess. Virginia and husband Dick are heading to Kona, Hawai‘i, on May 2,1993, for a week-long stay filled with sightseeing, golf and, of course, fishing. The highlight of the week will be The Virginia “K” Mother’s Day Cancer Benefit, a fishing tournament that Virginia Kelly will host. The Kellys, residents of Hot Springs, Arkansas, will be making their first trip to Hawai‘i. Kona residents Glynn and Nancy Ross invited the Kellys, their long-time friends, to be their guests on the Big Island to repay the Kellys for the hospitality they showed the Rosses at the presidential inauguration in January. ■ Blue marlin began to show up with a bit more frequency and greater size. Five were brought in to Lahaina during the month. Thirty-four stripers, six weighing over 90 lbs each, also hit the scales. The ABSOLUTE with Capt. Marty Sands weighed in a 100- and a 110-lb striper. There were seven spearfish caught, and 10 billfish were tagged and released. The Kealai-Kahiki Channel was the hot spot. The area south of the K-buoy to Kaho‘olawe Shoals produced a lot of fish, and the “Factory” lived up to its fame. Lahaina’s top marlin of the month, a 344-lb blue, was brought in aboard the HINATEA. Kayak Barracuda ■ It was a beautiful day in Waimalu, O‘ahu, so my Uncle Gilbert and I decided to go kayaking off Windward O‘ahu, offshore from my cousin’s beach house. We loaded my uncle’s kayak onto his pickup and took off on our long drive. After fighting the traffic, we finally arrived and unloaded my uncle’s kayak. We also set up a kayak, which belonged to my cousin’s husband, Tyron, for me to use. It took about half an hour to check all of our gear to see that it was functioning properly. ■ Here’s a fish quiz: What Hawai‘i fish is not eaten by fishermen on the mainland? In Florida this fish is prized as the premier live tarpon bait. The International Game Fish Association, the outfit that tracks world records, doesn’t track records for this fish. It seems it doesn’t have the sex appeal of a marlin, the mahimahi’s huzza or the ono’s “onoliciousness.” Answer: It’s the lowly mullet, and with the recent dedication of a new aquaculture facility in Hilo, it has become one of the most important fish in Hawai‘i. Hawaii’s striped mullet are involved in a pilot aquaculture hatchery project on the shores of Hilo’s Wailoa River. Comprising six 2,000-gallon aboveground water tanks, the Wailoa hatchery is a joint venture between the state of Hawai‘i Division of Aquatic…

Dear Mr. Johnston, Concerning LIDAR, Production Models and Hawaiian EEZ Management issues. Production Models Al last Dr. Deriso [HFN, March 1993] has recognized some of the reasons why we regard statistical models built on fishery catch-effort data as having little relevance to current tuna and billfish management in the Hawaiian EEZ. Production models are “equilibrium average” models [Deriso, HFN, March 93] and as such they give long-term average yields provided that nothing in the fishery changes (like fishing technologies, fishing skills, market preferences causing a change in fish targeting, and climate—all the things likely to change in Hawai‘i). As we have pointed out previously, production models cannot be reliably used for short term projections on the fishery. Dr. Deriso goes to great pains to point out the same thing, saying…

■ The National Coalition for Marine Conservation recently held a symposium in New Orleans, Louisiana, to discuss fisheries-related management, issues and the Magnuson Act. Many of those involved with fisheries management from around the country came to discuss issues currently facing fisheries, problems and deficiencies with the system, and, based on what has worked, constructive suggestions that Congress may want to consider while reviewing the reauthorization of the Magnuson Fishery Conservation and Management Act this year.
