Good weather will prevail during the majority of the days in the month, but bad weather periods can cause problems: gusty trade winds, upper trough and Kona low with thunderstorms and heavy ram. The fast and sometimes unexpected appearance of these strong winds in local waters should be considered by those planning activities in the water. Wintertime high northwest swell and surf action is gradually winding down. At Sunset Beach. Burning $$$$ Issues “The marine industry is in the worst shape I’ve seen it in all my years here,” stated Rip Cunningham, editor-in-chief of Salt Water Sportsman magazine in a recent letter. Fueling the conflagration burning through the industry is the high cost of oil. Boats are built from petroleum products and powered by them. Each tick upward on the price scale for oil imports creates a flurry of ticks on the alarm clocks keeping boatbuilders and users awake at night. Fuel is at the highest price ever, and a lot of boat owners are rethinking how they use their gas guzzlers. Do you have to choose between spending leisure time at sea or doing household chores? ■ On October 26, 1990, the U.S. Congress passed the Leon Panetta Boating Tax, which imposes a user fee for all boats operating in waters under the jurisdiction of the United States Coast Guard. Cost of the fee is based on the size of the boat. For vessels in the 16- to 20-foot range, the fee is $25 annually to be collected by the Coast Guard. Larger boats will be assessed more. The way the law is written, all water craft, whether propelled by wind, motor or paddle, will be taxed. This has raised the ire of kayakers throughout the country. Mike Cripps, head of the Coastal Kayaking Committee, for the Hawaii Division of the American Canoe Association, said that kayakers are being urged to participate in a letter writing…

■ For the first time, scientists had the opportunity to share their research on fibropapilloma, a life-threatening tumor disease in green sea turtles. The Marine Turtle Fibropapilloma Disease Workshop brought 10 scientists from across the United States to Honolulu during December 4 to 6, 1990, said George Boehlert, director of the Honolulu Laboratory, Southwest Fisheries Science Center, which organized the workshop. The green sea turtle, which occurs worldwide in tropical and subtropical seas, is considered a protected species under the U.S. Endangered Species Act. “The scientists not only shared what they know about the disease based on current research, but they also devised a comprehensive cooperation research plan to determine the cause of the disease,” said George. ■ OK, the rods are rewrapped, the reels are overhauled and filled with new line, and the gaff is sharp. All of the equipment is in top condition and ready for landing that 100-lb ulua or chasing down that grander, except for one of the most important components of the network—your body. It happens to a lot of anglers. The big strike finally comes, the one that you’ve hoped for and repeatedly dreamed about, and a long battle ensues. ■ It’s amazing what you can learn about how a fishery is managed and how your local government presides over state resources just by doing a little digging. The things that are made public are only a tip of the iceberg, and evidently we’re the TITANIC. I guess I should feel fortunate that the only issue I’ve had to get involved in is the protection and development of the fishery that surrounds our islands. Maybe it’s because I feel so strongly toward this particular issue that I feel that way. But if you don’t sincerely believe in something I think it would be very hard to fight day after day in its defense. ■ At 7 a.m. on Sunday, January 13, some questions passed through my mind, as happened in many previous years. Is everybody signed in? Can we get all these kids organized and on the waiting boats? Are there enough lunches, bait and fishing poles to go around? What am I doing here? It was the start of the Eighth Annual Junior Fishing Tournament, and, as usual, organized pandemonium reigned. Seventy-five young anglers had signed in, and the commotion had driven all the local myna birds to the highest perches at Hawaii Yacht Club. However, after Stan Thornton had briefed all the boat crews and Al Bento had imparted his secret fishing tips to the anxious anglers, with a little pushing and shoving everyone got on one of the 19 boats.…

■ To run a tight fishing boat it is essential to remember the old saying that a boat is a hole in the water to pour money into. Except don’t stop there. Multiply all that money by two. Backup systems on offshore boats are essential to both efficient and safe fishing. It is not a fluke of nature that many of our body’s organs come in pairs. It should not be an accident on your boat when all of your essential operating systems are twins. The system that should be first to be fail-safed is the engine. Twin engines allow you to move under power after an engine failure. The usual setup is two engines of equal horsepower aligned in tandem. The horsepower and prop of each engine are matched…

■ The after-school boating program at Kailua High School is the only one of its type in the state of Hawaii. Very few cities in the whole continental United States have anything similar to it. Our program is open to any KHS student willing to participate in on-going maintenance and repair of three KHS boats. After showing their interest by putting in time on maintenance, the students, both men and women, are entitled to use the boats and participate in boating safety classes under the supervision of the instructor, Todd Hendricks. Why boating safety? A recent study done by the U.S. Department of Transportation has shown that the casualty rate for the U.S. fishing industry is seven times greater than the national average for all types of U.S. industrial groups.…

Could it be time to wean yourself from typical Hawai‘i-style sauces (teriyaki and the like) and tn, some new, easy ways to enhance your fish dinners? Sauces take no more work than preparing a “regular” dish—that is, one that includes its own sauce as part of the recipe. And, each of these recipes is easy, to prepare, in most cases can be done in advance, and goes well on broiled or grilled, baked and poached fish. When serving these sauces, remember that they are meant to enhance, not hide, the flavor of the fish. So. when you see that a sauce makes only ⅔ cup, keep in mind that amount should be ample for four servings. Lures ■ When fishing over and around the reef, I like to use artificial surface lures. This is because most reef predators especially the quicker hunters, are attracted to fish on the surface. The attack rate for surface lures is very high. Also, surface lures do not hang up on coral, which may lie just below the surface. An added bonus is that you can see every pass made at a topwater are, and, therefore, you know whether or not fish are being attracted. Sinking lures can be used for reef fishing, but they must be picked up quickly in order to avoid snagging them in the coral. I particularly like PILI lures. ■ The black and purple Reef Ripper zipped through the water and left a trail of foam. I cranked wildly on the reel and hoped to get a strike from a roaming ulua I had seen earlier. I varied my speeds, popped different patterns and even did a dead mullet imitation, but to no avail. My arm began to ache from an hour’s worth of constant casting and retrieving. I finally switched lures; I tied on a black Wopper Popper and hoped for the best. I knew the lure was an ulua killer. My hopes were high as I made one more cast out into the murky blue water. Reflections on the Reservoir ■ It’s a new year, and the months of February and March mean bass spawning season to Lake Wilson’s inland water anglers. As I (Russ) reflect on the last five years and take a plunge into my memory lane of bass fishing, I notice three elements of great significance. First, the sport of bass fishing in Hawaii has grown in popularity as a bona fide recreational activity. Second, the increase in bass anglers has resulted in heavier fishing pressure in the reservoir. And third, there are more proficient bass anglers. The aforementioned statements may be regarded by some as a bundled generality and may generate a “so what” response. ■ When Ron Bass discovered that no less than 17 kayakers had to be rescued by the U.S. Coast Guard off Maui shores in 1989, he decided something needed be done. “Seventeen rescues is just way out of proportion for Maui,” Bass said. Bass is a 47-year-old kayaking expert and water safety enthusiast who is concerned that kayaking—a rapidly growing sport in Hawai‘i—may be growing too fast or at least without enough education for the new participants in the sport. Bass owns and operates Maui Sea Kayaking and specializes in teaching groups and taking them kayaking around Maui.
