1. Chapter 56 of Title 13, Hawaii Administrative Rules, entitled “Kaunakakai Harbor, Moloka’i” is adopted to read as follows:
13-56-1 Definitions. As used in this chapter unless otherwise prohibited: “Kaunakakai Harbor” means that harbor situated at Kaunakakai, island of Moloka’i, Hawai’i, with portions designated as “Area 1A” and Area IB,” separated by a line of the Channel Range Lights, and “Area 2,” bounded by lines as delineated on the “Map of Kaunakakai Harbor, Moloka’i 10/27/89,” located at the center of this chapter.
13-56-2 Prohibited activities.
(a) No person shall engage in the following activities within:
“AREA 1A”-Use any type of nets in fishing longer than thirty (30) minutes, or obstructing passage of vessels, except as provided in section 13-56-3 (a), Area 1A;
