■ The Department of Land and Natural Resources lias announced some amendments to Hawaii Administrative Rules (HAR) Chapters 13 47 (Hilo Harbor, Wailoa River and Wailuku River) and Chapters 13 53 (Manele Harbor, Lana’i) which became effective on March 7, 1988. Chapters 13-47 prohibit use of any nets in Hilo Harbor on Hawai’i except for thrownets.crabneis, and commercial baiting and taking pua for stocking fish ponds with a license from the Department. Chapters 13-53 adjust ihe boundaty line in the entrance channel of Manele Harbor on Lana’i to separate pole fishing along the breakwater from thrownet fishing along the shoreline. ■ The Board of Land and Natural Resources announces that pursuant to Chapter 91, Hawaii Revised Statutes and other applicable laws, a public hearing was held on Monday, March 21,1988, to amend Chapter 13-48 (Waikiki-Diamond Head Shoreline Fisheries Management Area), Hawaii Administrative Rules (HAR), and propose a new Chapter 13-36 to establish to Waikiki Marine Life Conservation District (MLCD). ■ Scientists from the Southwest Fisheries Center Honolulu Laboratory of the National Marine Fisheries Service (NMFS) recently returned from a 30-day cruise collecting biological and oceanographic information from waters over and surrounding the central North Pacific seamounts. Specifically, research operations were conducted aboard the National Oceanic and Atmospheric Administration ship TOWNSEND CROMWELL at Southeast Hancock Seamount, which is located about 200 nautical miles northwest of the Hawaiian Archipelago and just within the U.S. 200-mile Exclusive Economic Zone (EEZ). “From a historical standpoint, the results would hopefully provide valuable insight into what once was a viable commercial fishery for Soviet and Japanese fishing ventures,” said Richard S. As a matter of fact, its ability to stick skin has encouraged some fishermen to use it to glue small live baits (like worms, minnows and bugs) to hooks for easy fishing. ■ He’eia Kea Pier was surprisingly quiet for a Saturday morning. 1 put my car into reverse and backed down the boat ramp. Within minutes my little runabout was in the water, checked out, and ready to go. On board was my good fishing friend Bert Matsuoka, who would be assisting me in today’s floating classroom experiment. Also joining us on this trip was Arnold Hamao and Michael Young, both eighth grade students presently attending Mary knoll. ■ Rigged ballyhoo figured prominently in the two most successful days of fishing we had last winter. Both trips were aboard the ILLUSION out of Kawaihae with Capt. Juan Waroquiers, assisted by Capt. Jeff Vermillion. Juan is a believer in ballyhoo, gathering them by the dozens on night baitfishing trips, and making sure he always has plenty rigged and ready for every, trolling trip. On the first of our two extremely productive ventures, the ballyhoo accounted for well over two dozen strikes. After subtracting fish lost to broken lines (we were fishing light tackle) we still ended up with 13 nice mahimahi and several ‘ahi. ■ It seemed like one of those days when nothing bit, not even a stray hinalea! I tossed the clear two inch squid into the foaming surge zone and patiently worked it back with short, snappy strokes. I was almost convinced that the squid skirt would get clobbered, but nothing looked at it as it zipped through the swirling surge zone. ■ As a result of a column in the January issue of HAWAII FISHING NEWS describing the success of recreational fish tagging programs elsewhere in the country and urging some consideration be given to ulua tagging in Hawai’i waters, we received some well thought out questions from Hilo Casting Club member, Bruce Heidenfeidt. Bruce correctly pointed out that Hawaii’s ulua fishermen, and particularly those of the Hilo Casting Club, are recreational fishermen. ■ The Department of Land and Natural Resources announced plans for a temporary mooring anchorage system for boaters at Molokini Shoal. S mooring consists of 28 two-foot cube te blocks weighing 1,700 lbs each. The system will provide, anchorage for’14 vessels. The mooring system is intended to minimize live coral damage caused by repeated dragging of anchors and chains while alleviating safely concerns for the users of Molokini. ■ Aloha from Lahaina Town. The marlin action during February was exceptional, with six blues, 74 stripers, and 10 spearfish brought to the scales, with nine of these marlin being tagged and released from Lahaina Town’s 11 charter boats. Most of the action was concentrated on the backside of Lana‘i, from Ka‘ena Point out to the CC buoy and across to the K buoy and back in to the lighthouse end of Lana‘i. Lahaina Town saw its first BIG blue marlin for ‘88 weighed in during February. This 620-lb beauty was captured aboard the KIWI 11, with Capt. ■ The reopened comment period on a proposal to lease vast tracts of ocean bottom off Hawai’i to allow for marine mineral prospecting is now closed to public input. The unprecedented second comment period allowed for many knowledgeable scientists, educators, environmentalists, fishermen, legislators and other concerned citizens to submit valuable comments on a project that was inadequately publicized until late last year. Among those comments were some rather strong arguments to delay the lease sale due to a pitiful lack of available data upon which to base the assumptions of the initial Draft Environmental Impact Statement (DEIS) on the proposed manganese crust mining industry. The present legislative session is considering a number of bills that have an impact on Hawai’i’s future in the scheme of offshore development. One bill offers…

A National Recreational Fisheries Policy ■ The U.S. Fish and Wildlife Service has drafted a “National Recreational Fisheries Policy.” The NRFP is now being distributed for public comment in hopes that a final form can be adopted as national policy in June. FWS Director Frank Dunkle called the NRFP “a national statement of how important recreational fishing and fisheries are to this great country, and why everyone interested in our sport fisheries should be an active participant in conserving these resources we cherish.” The NRFP contains no rules or regulations and will not directly increase the cost to recreational anglers. It “will not raise license fees, will not create a national fishing license, and will not interfere in any way with valid State prerogatives to manage fishery resources,” Dunkle said.…

■ Two issues ago, I had caught a 4½-lb moi with heavy emphasis on whipping with scroungers, but more recently my dad, Mike Iyo, also caught a 4½-lb moi, measuring 18½ inches in length using less effort and less gas. Dunking in Hilo Bay at the bayfront with that ever expensive bait, the California shrimp, his strike occurred in the morning, with a small audience of tourists behind him. His partner Masa Maebo, at first thought it was a hammerhead shark, but as the fish fought back, they knew it was something else.
