■ The Department of Land and Natural Resources announces that Chapter 13-51, Administrative Rules, to regulate fishing activities within portions of Kahului Harbor, Maui, will become effective on March 8, 1984. This new rule, recently approved by Governor George R. Ariyoshi, will ease competition between pole-and-line and net fishermen who fish for certain species during seasonal “runs,” such as those of the hahalalu (young akule), in the harbor. Essentially, the rule will: (a) prohibit the use of any throw net, or any other type of net, except crab net and hand net for taking shrimp (‘opae), between Piers 1 and 2 (designated as AREA 1), west of Pier 2 (designated as AREA 2), and adjacent to the small boat launching ramp (designated as AREA 3); and (b) allow fishermen with…
