■ Section 307 of the National Coastal Zone Management (CZM) Act requires activities conducted or supported by federal agencies, including the issuance of permits and licenses, to be consistent with state CZM programs. Applications for National Marine Fisheries Service (NMFS) permits for commercial spiny lobster fishing in the Fishery Conservation Zone extending 200 miles beyond Hawaii’s territorial sea, therefore, have been routinely reviewed by the Department of Planning and Economic Development (DPED) to assure consistency with Hawaii’s CZM program. ■ It started out as a normal fishing trip with my Kona fishing gang—Gerald Ben, Renee Fukumoto and Steve Aoki. But it soon turned quite gloomy. While grocery shopping I couldn’t resist getting this nice bunch of BANANAS. On the way home I ran over a cat on he highway, and Steve had to cancel out because of an emergency. The weekend seemed to be shot right there. Since I already was there, everyone felt that we should go anyway. After work we packed up and headed for our favorite spot in Kealakekua, Kona. The night before, Steve jokingly said, “If there’s any place to catch a 100-pounder, this spot is as good as any.” The water there is DEEP!…DEEP!…DEEP!…200+ feet, with the walk being a mere minute or so…

■ Ask anyone on Kaua‘i. When you mention the name Hamura, everyone assumes you’re talking about the best-known saimin stand on Kaua‘i. That’s the little ole’ stand on Kress Street (counter or take-out service only, no booths) that serves saimin, barbecue sticks, manapua and shaved ice from 11 in the morning to 2 a.m. the next day. That also sells their raw homemade noodles if you’d like to try your hand at making your own broth. That barely has enough room to seat 24 people, shoulder to shoulder. Around The Lake ■ With the bass season closed on fish over 15 inches, there was a definite decline in the boat traffic the past month. Some of the diehard bassers have already got “cabin fever” and have been sitting on the shore staring wistfully at the water. Others have tried to adapt to other species, thereby easing the withdrawal symptoms of bass addiction. Some have even got reacquainted with their kids and brought them out to catch tilapia. Using the excuse of teaching their kids to fish, you can see them happily reeling in one every cast and enjoying it more than they will admit. Dear Chuck, My wife, Alicia, caught this 7½-lb kawakawa on the morning of December 4, 1983, at Keauhou bay in Kona. Using live hahalalu for bait, she was trying for ulua when the kawakawa hit her bait about 7:30 a.m., She was using a 488 Mitchell reel with 204b Ande line. The other picture is my 6-year-old daughter, Monica (a good ‘oama fisherman), with her man’s 3-lb papio caught at Kawaihae harbor using ‘oama for bait. She asked me to send that picture too. Take your favorite resin squid head or mold one in wood or clay. Make a pouring hole by pressing a wad of clay or gluing a rubber stopper at the base of head (figure 1). Make a cardboard or wooden box 1½ inches larger in all directions than the head. The spout should reach the side of the box. Support the lure by pushing a wire through the box and through the lure (figure 2). Mix casting plaster into a thick cream. Pour the plaster in two steps. At each step, exactly one half of the Kona head should be covered. After the first half is poured and is firmly set, gouge four ½ inch holes in the plaster. But when that swivel is reached and prevents further recovery of the line, the hand-to-hand combat begins, and the risks multiply. ■ Groaning under the onslaught of mountains of blue water, the MacKenzie point seemed to waver and shift uncomfortably under Roy’s feet. After each buffet of ocean-generated waves came the white geyser of water that thunderously spread toward the sky. The hiss of water as it fell back to the sea marked the demise of another wave. A high whining shrill of the fishing line was quickly caught and carried away with the wind. Constant and forbidding, the wind blew the tops of the waves as they rolled in. The smaller peaked waves were quickly transformed into white-tipped pinnacles. ■ The tournament year begins in the month of April, a little later than in past years, but off to an important beginning none-the-less. The first tournaments of the Hawaii season are the women’s Senoritas and Kona A’Lure tournaments in Honolulu and Kona respectively. Both great events for the distaff anglers and must events for tournament ready skippers and crews who want to sharpen their skills and reflexes for the tournaments to come. From then on the year is packed with great events, which from this perspective look like they will draw more teams, more money and more excitement than in any previous year. ■ Short winter days generally bring shorter catch reports from the Kona fishing fleet. Nevertheless, from Kalaloa above Keahole Point numerous boats could be seen at “the Grounds” during this past clear, dry island season. On more than one occasion, 20 to 30 of them could be seen in hunting patterns from the “Top Corner” down. Perhaps indicative of the increased number of tourists visiting the Big Island to escape the annual mainland freeze, many eager fishermen and women took a chance on chartering. Some earned the trophies they’d sought, but for those who did not catch fish, memories of unexpected surprises in Kona coastal waters highlighted their island experiences. ■ Charlie Yamamoto, a great friend of the fishing community in the State of Hawaii and the United States, passed away on February 21, 1984. His death was unexpected and sudden. He leaves behind a mother, Mrs. Natsu Yamamoto; a wife, Ethel; a son, Dickson; two daughters, Mrs. Tim (Sandra) Ho and Cindy; three grandchildren, Renee and Nicole Ho and Jill Yamamoto; and four brothers and five sisters. Charlie’s life started on Kaua‘i where he attended schools at Ele‘ele. He then went to MidPacific Institute and Illinois Institute of Technology. Coming from Kaua‘i it was natural for him to be deeply interested in fisheries, so his mainland education was concentrated on marine electronics and engineering. Before western contact, the Hawaiian people were healthy and remarkably free from infectious diseases. These ancient Hawaiians were basically a tall group of people, well-developed with olive-brown or rich-brown skin. The fishermen and farmers were considerably darker due to continuous exposure to the sun, while the chiefs and chiefesses had lighter than average complexions, because of the kapu (taboo) that restricted them from roaming around the islands freely. The Hawaiians enjoyed the ocean and spent much time in fishing and water sports, and, because of this, it was natural for them to bath in salt water two or more times a day. ■ Knowing that we live in a tropical fishing paradise tends to make us somewhat provincial. We can forget too easily that there are other fishing areas, other ways of fishing, other centers of the fishing universe. Miami is one of those “other” centers, and every year the Miami International Boat Show explodes out of the Miami Convention Center, covers the parking lot, fills two nearby marinas and attracts one of the largest assemblages of sport fishing oriented boat builders and tackle manufacturers in the country. It also attracts a fair crowd of lookers, “tire kickers” and buyers as well. “The Big One,” as the public relations flaks call the Miami International Boat Show, covers over 700,000 square feet of floor area and features some 700 exhibits of every imaginable…

■ The famous fishing village of Kona, Hawai‘i, waited with excitement on Friday, March 16. Word had spread fast that another 1,000-lb plus marlin was on the way to the certified pier scales to be weighed and photographed. Capt. Bart Miller and crew Dominic Fagundes of the boat BLACK BART had taken some anglers out to the area known as “Pine Tree Run,” where at 2 p.m. the super giant marlin took a purple and blue Bart Miller lure called “Torpedo Taper.” After a 2½-hour struggle on 130-lb test line, the giant marlin was boated. Researchers at the University of Hawaii are finding that what sport fishing charter boat operators think customers like to catch may differ from the customers’ actual preferences. Dr. Karl Samples with the university’s Department of Agricultural and Resource Economics presented this and other findings from a study of the charter fishing industry at a meeting in Kailua-Kona last February 17. The meeting was sponsored by the University of Hawaii Sea Grant Extension Service. In 1983, Samples and two graduate students in agricultural and resource economics, James Kusakabe and John Sproul, conducted a survey of the charter fishing industry. Their goals were to develop profiles of charter boat owners, analyze costs and returns of charter fishing operations, and measure the statewide economic and employment effects of the industry. ■ Looking at Hawai‘i’s new hybrid tilapia, which weigh up to 7 pounds and come in colors ranging from white to golden to pink, a freshwater sport fisherman would be apt to ask, “Why don’t we stock Lake Wilson with these beauts to replace the smaller, black tilapia that now thrive there?” To answer that question, HAWAII FISHING NEWS interviewed Terry Astro, breeder/researcher and system designer for hybrid tilapia. If you stocked Lake Wilson with hybrid tilapia they would convert back to black tilapia within a few generations by interbreeding with the local black tilapia. In addition tilapia are basically herbivores (plant eaters), but between 4 and 12 weeks of age (juveniles) most are voracious carnivores (meat eaters), he explained. ■ February was another interesting fishing month—with a variety of good catches, 30 marlin over the 300-lb size, and several striped marlin and black marlin. The SEA WIFE started the month off with their 690-lb Pacific blue. Gordon Monford was the angler on that large marlin. Rick Berghoefer is the captain of the SEA WIFE, and Tim Cox is the co-captain. On the 22nd of February, the PRIME TIME with Capt. Chris Armstrong arrived at the pier scales with a 733-lb Pacific blue marlin. The anglers were Probasco and Davis. About 9 a.m. that morning they had the hookup, and by noon time they were on their way to the pier with that large marlin. It was the heaviest marlin for February 1984. ■ Aloha from the Friendly Isle of Moloka‘i. It appears that the tradewinds are upon us again. Maybe now we can be more sure of the weather picture than we have been the past several months. Also, maybe we can count on more consistent catch reports! If anything, at least the really good fishing will be right around the corner. It looks very promising from the reports of the past month. The ALELE II was out recently and got strike after strike but no fish! According to Capt.
