However, these fishes are often widespread and need to be induced to aggregate in specific places where they can be caught by Hawaii’s commercial and recreational fishery. Hence, there is a need to improve the efficiency of catching these pelagic fishes and Fish Aggregating Devices (FADs) may be one solution to this problem. Most ocean fishing operations include a scouting phase which is relatively time consuming. In the surface tuna fisheries of the world, much time is spent by fishing vessels searching for tuna schools. Recreational fishermen spend inordinately large amounts of time trailing fishing lines from their boats hoping for a strike.…

VOLUNTEER OFFICER PROGRAM APPLICATIONS BEING ACCEPTED The Division of Conservation and Resources Enforcement (DOCARE) has received the green light to proceed with its proposed Volunteer Conservation Enforcement Officer Program from the Board of Land and Natural Resources. Partial funding for the program has been provided by a grant from the Coastal Zone Management Program. DOCARE will provide the volunteers with uniform and equipment necessary to do the job. Work will include nights, weekends and holidays. DOCARE has developed a training program for the volunteers that will include basic law enforcement and conservation training. Following the classroom training, the volunteers will be given probationary commissions for one year during which time they will accompany regular officers on their patrols. Someone started a rumor that the small papio were running at Nawiliwili Harbor. As a confirmed skeptic, I gave it all the credibility I felt any rumor deserved, none. After all, there had supposedly been other fish runs before. For instance, during the summer, the owama had allegedly come in to shore and were biting like crazy. I caught four. Then there was the time that the halalu were swarming in the harbor. I only SAW one. Now a lot of my friends have attributed this success, or lack thereof, to a complete absence of any fishing skill whatsoever. In December 1978 a report entitled: “A Statewide Fish Aggregating System” was prepared by the DLNR as part of the Hawaiian Fisheries Development Master Plan. This report was presented to the State Legislature by Governor George Ariyoshi in January 1979. Essentially, the report proposed a 5-year project in which the State would construct, deploy, monitor, and maintain fish aggregating devices in waters around the main Hawaiian Islands. The 1979 State Legislature in response appropriated $188,100 for FY 1979-80 of which $100,000 was released to the DLNR. The DLNR plans to deploy 26 FADs before this coming winter because the rough ocean conditions could delay the placement of the FADs until the following spring. For nine years, a little known fishing tournament, based on the tiny “Pine Isle” of Lanai has been attracting anglers from all over Hawaii for a long weekend of fishing and good fun. The Ninth Annual Lanai Rendevous, which took place the weekend of October 6-7, was probably the best of the series, in total number of fish caught, in the relative size of those fish and in the flawless fishing weather, especially in comparison with past years. Tournament rules allow entries to depart from any harbor in the State. Fishing commences at 12:01 a.m. Friday night, and many people set off from Kona or Honolulu, or even Maui’s ports in the wee hours of the morning to be at the “best spot” at daybreak. INNERSPACE PACIFICA ’79 TO FEATURE UNDERWATER FILMS, PHOTO CONTEST, TRITON AWARD AND DEMONSTRATIONS Innerspace Pacifica ’79, a festival of underwater films, Scuba diving seminars, safety demonstrations and photography competition showing the adventure, intrigue and beauty beneath the world’s oceans, will be held at Honolulu’s air-conditioned Kaimuki High School Auditorium on Nov. 2 and 3, 1979, with repeat screenings at Baldwin High School, Wailuku, Maui, on Nov. 9 and at the University of Hawaii/Hilo Auditorium in Hilo, Hawaii on Nov. 11. One of the most popular fishing spots on the island of Lanai is a tiny harbor on the South shore called Manele Bay. Hundreds of Lanai residents have been flocking down the hill each day with every variety of light fishing pole and rod strapped to the sides of cars or stowed away in jeeps or pickups. These delighted families have been working a tremendous school of halaίu (baby akule) that has been living inside the muddy waters of the harbor since the month of July.
