In the middle of the Cantabrian and Asturian War (29-19 BC), Emperor Augustus needed to find homes for retiring army veterans of Legiones X Gemina, V Alaudae, and possibly XX Valeria Victrix.
In 25 BC, Roman surveyors laid out streets on elevated ground above the plain of the Extremadura, near a crossing of the River Guadiana. Covering an area of over 20,000 square kilometres (7,700 sq. mi.), Augusta Emerita had three aqueducts supplying fresh water, and two fora. The circus for chariot races, with seating for 30,000 spectators, was in use from 20 BC. The theatre (constructed 16–15 BC), which could seat 6,000 spectators, was paid for by Marcus Agrippa himself. The amphitheatre, for 15,000 spectators, was inaugurated in 8 BC.
